All these great questions today --like to see so much interest in the June 29 general election. The answer is that all 9 BTBC members run from districts within the reservation (Browning, Heart Butte, Seville, Old Agency) --there is no off-reservation district. However all voters (including those than come home to vote) cast votes for every district. So, for example, this year (2010) 5 of the 9 seats are up. Each seat has 2 candidates, so 5 x 2 = 10 candidates. Each and every voter will cast 5 votes, 1 vote for each seat. So what ends up happening is that the winners in the smaller districts (e.g. Old Agency) are really selected by the districts where the most people live, namely Browning. So ironically someone very popular in their own home district, say Heart Butte, may lose the election because they aren't popular in Browning. So in practice, every BTBC member represents every tribal member, since it is the entire pool of voters that elected them. All this may change with the new constitution: the present draft calls for absentee voting, an off rez district, and voting only within your own district of residence. That will really change the nature of politics, though exactly how, no one really knows.
